Spectrum Management System for Developing Countries (SMS4DC) training in Zambia

Effective and efficient spectrum management is crucial to the development of a country's telecommunications sector. African regulators must therefore master the technical aspects of spectrum management in order to allocate and assign frequencies appropriately. In this context, the International Telecommunication Union (ITU) has developed the Spectrum Management System for Developing Countries (SMS4DC) to help regulators manage spectrum efficiently. As part of the PRIDA project, SMS4DC training is being organized to strengthen the technical capabilities of African regulators.

This training session covers various aspects of SMS4DC, including the national spectrum management framework, SMS4DC installation, technical analysis, spectrum allocation tools, technical spectrum planning tools, propagation models for spectrum engineering, fixed services planning, database and spectrum licensing functions. Participation in this training program will enable regulators to enhance their technical skills and knowledge to effectively manage spectrum, contributing to the growth and development of the telecommunications sector.

The training will take place over three days, from July 24 to 26, 2023, in Zambia. The training program comprises nine sessions covering different aspects of SMS4DC.

The first day of the training program will begin with a presentation of the national spectrum management framework and an introduction to SMS4DC. Participants will then have the opportunity to learn how to install SMS4DC, as well as to familiarize themselves with the software environment through practical exercises.

The second day of the training program will include a session on technical tools for spectrum planning using SMS4DC. Participants will become familiar with SMS4DC frequency and channel arrangements. There will also be a session on propagation models for spectrum engineering in SMS4DC and fixed service planning using link budget, visibility and availability calculations. The day will conclude with practical exercises.

The third day of the training program will begin with a session on the SMS4DC database and spectrum licensing functions. Participants will learn how to access the SMS4DC licensing process and will have the opportunity to carry out practical exercises. Afterwards, participants will continue their practical exercises by learning how to register data with the ITU using SMS4DC directly. The training program will conclude with a final session of practical exercises.

By taking part in this training course, African regulators will have the opportunity to acquire the skills they need to use SMS4DC effectively in spectrum management, thereby strengthening their ability to foster telecoms development in their countries.
